Monica is widely recognized for her recipient-facing leadership at the Federal Transit Administration’s Office of Civil Rights. For 15 years, she led all aspects of the office’s work—including program management, staff supervision and development, executive leadership coordination, and cross-agency collaboration—while working with transportation agencies nationwide, from the largest transit systems in the country to small rural providers.
